PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool having a hard coating layer that exhibits a superior chipping resistance in dry intermittent heavy cutting and dry continuous high feed cutting where a high load acts on a cutting blade. SOLUTION: The surface-coated cutting tool has the hard coating layer comprised of a TiSiN layer formed with physical vapor deposition on the surface of a cutting tool substrate made of a cemented carbide sintered compact. In the tool, the hard coating layer is constituted of the region I where the particle size width of TiSiN crystal particles is small, and the region II where the particle size width is larger; and an area ratio in the vertical partition where a shift of crystal orientation between fine particles in the region I and large particles in the region II is made≤15 degrees, is made≥60%. Thereby, a superior high temperature strength, a chipping resistance and a toughness are exhibited in the dry intermittent heavy cutting and dry continuous high feed cutting.
