An apparatus to encode and decode video and a method thereof are disclosed. According to the present invention, the apparatus to encode video includes: a reference times measuring unit which measures the number of times to be referenced by the other frames in each coding unit in a plurality of frames forming each GOP of input video data when the video data is inputted; and an output changing unit which randomly changes an output value in each coding unit, based on the measured reference times. |
