The present invention provides an open shield method whereby area around a closure is effectively refilled with sand and the like to stabilize piled soil. According to the present invention, an open shield apparatus having an open top is used. The piled soil inside a blade maintained by earth pressure balance is excavated by a backhoe and is discharged. The open shield apparatus is pushed forward by a pushing jack using frictional resistance between the weight of the open shield apparatus and the piled soil as reaction force. After drilling an allocated amount of a first structure, a structure is constructed. Then, the tail void between the structure and the piled soil is refilled with sand.
