PURPOSE: A network load balance control apparatus is provided to selectively allocate a new session, which is required to process upward traffic which is generated in a communication terminal according to a given weighting and a traffic rate of an interface for communications, to a plurality of communication modules. CONSTITUTION: A second communication unit includes at least one second communication module which performs data communications with a communication terminal. A weighting storage unit (350) stores given weightings of more than two first communication modules which are included in a first communication unit. A control unit (370) allocates a new session, which is required to process the upward traffic of a communication terminal which is received through the second communication unit, to one of the first communication modules, which are included in the first communication unit, based on the weightings which are stored in the weighting storage unit and a traffic rate of an interface for communications.
