The present invention relates to a packing box capable of conserving heat and cold and, more in detail, to packing box capable of conserving heat and cold, which has a heat and cold conserving effect better than a Styrofoam box formed as a packing box for fish and meat or agro-fishery products in the market, and provides the convenience of treatment, reduction of logistics costs, reduction of a preservation space, guarantee of physical basic strength, printing appropriateness and environmental friendliness by reducing the volume of a packing container caused by a folding function. The packing box capable of conserving heat and cold according to the present invention comprises: a frame box (100) inserted into a heat and cold conserving sag for forming a frame of the heat and cold conserving sag; the heat and cold conserving sag (200) inserted into an external packing box, inserting the frame box into the inside and conserving heat and cold for content; and the external packing box (300) formed at a position higher than a vertical height of the frame box and having an inner space into which the frame box and the heat and cold conserving sag are inserted.
