An objective of the present invention is to detect illicit movement, on the basis of authentication result information (D3), door open/close information (D4), and a change in a data quantity of encoded data (D2) of a video of the vicinity of a door (9). A determination of an illicit movement is made, while the door is in an unlocked state, either on the basis of the length of an interval in which a state of a periodic data quantity (D5) being greater than a threshold continues or when an integral (D80) of the data quantity (D5) is greater than a threshold. It is thus possible, without decoding the encoded video data from the monitoring camera, and without carrying out a complex image process, to detect an illicit entry into a controlled area with high precision. |
