The present invention relates to a recycled road base concrete mixture using reclaimed coal ash and a recycled aggregate for simultaneously solving the resource recycling and environmental problems by using reclaimed coal ash and a recycled aggregate, which are by-products of a thermal power plant, as a road pavement material. The recycled road base concrete mixture using reclaimed coal ash and a recycled aggregate according to the present invention includes: a reclaimed coal ash aggregate, a recycled aggregate, a binder, an admixture, a chloride protection agent, an emulsion asphalt and a rejuvenator.
