The present invention relates to a functional concrete composition and a functional panel for construction using the same for blocking noise between households and providing heat insulation. More specifically, the functional concrete composition includes: cement; a functional material including a foaming plastic powder defined by a plastic foam and a porous ceramic powder; and an additive to help dispersion. By manufacturing the functional panel for construction using the functional concrete composition, noise between households can be blocked and heat insulation can be provided.
