PROBLEM TO BE SOLVED: To evenly charge users.SOLUTION: A charge management system for managing a participation charge claimed in the case of participating in conversation, in a transmission management system in which information on the conversation is mutually transmitted among a plurality of transmission terminals comprises: acquisition means for acquiring participation time information showing time of participating in the conversation using a transmission terminal and conversation quality information showing quality of conversation communication service provided during the conversation; participation time calculation means for calculating total participation time of participation time when the transmission terminal participates in the conversation, on the basis of the participation time information; and participation charge calculation means for calculating a participation charge of the transmission terminal on the basis of the total participation time and conversation quality information.
