PROBLEM TO BE SOLVED: To make it possible to suppress increase in a transmission band accompanying suppression of an occurrence of a pathological signal and transmit all signals contained in an input basic stream.SOLUTION: A redundant bit of one bit is added to words of 31 bit unit, a plurality of words of 32 bit unit are generated, and words of 64 bit unit excluding a synchronization header among words of 66 bit unit generated from the words of 32 bit unit by a 64B/66B coding part 13 are scrambled by a scrambler 14. |
