According to the present invention, provided is a light emitting device which includes a standby power state checking unit which checks the standby power state of an electric device; a light emitting driving control unit which generates a driving signal of a light emitting unit based on the standby power state information from the standby power state checking unit and the identification number of the electric device; and the light emitting unit which emits light according to the control of the light emitting driving control unit. Also, provided is a standby power managing apparatus which includes an optical sensor which senses the light of the light emitting unit of the light emitting device; an information extracting unit which reads the standby power state information and the identification number of the electric device based on the output of the optical sensor; and a display unit which displays the information read by the information extracting unit.
