PROBLEM TO BE SOLVED: To evaluate an amount of biomass-based garbage in waste when manufacturing a chemical from the waste.SOLUTION: A device for evaluating an amount of biomass includes: a content-rate-in-chemical acquisition unit 111 for acquiring a content rate of carbon 14 in a chemical; and an amount-of-biomass evaluation unit 113 for evaluating an amount of biomass-based garbage in waste on the basis of the content rate of the carbon 14 in the chemical acquired by the content-rate-in-chemical acquisition unit 111.
