PROBLEM TO BE SOLVED: To provide means of avoiding contact of a resin such as epoxy resin with halogen, suppressing generation of various halogenated phenols thereby, and reducing foreign odor due to halogenated phenol and halogenated anisole generated therefrom; and also means of suppressing bleeding of a halogenated compound from the resin and/or volatilization from the resin surface into the atmosphere in the case that those halogenated compounds have already generated in the resin.SOLUTION: A resin layer comprising an acrylic urethane resin or a silicone resin is formed on a layer comprising a resin such as epoxy resin.
