PROBLEM TO BE SOLVED: To provide a vehicle operation control system capable of acquiring vehicle position information effective to track a vehicle when the vehicle is stolen. SOLUTION: In the vehicle operation control system for transmitting operation data of a vehicle acquired by an on-vehicle device mounted on the vehicle to an operation control device outside the vehicle, the on-vehicle device 11 includes: position information acquiring means for acquiring position information of the vehicle; vehicle stop determining means (steps S24, S28 and S31) for determining whether the vehicle stops traveling; and vehicle stop position transmitting means (step S29) for transmitting the position information of the vehicle where the vehicle stops traveling to the operation control device when the vehicle stop determining means determines that the vehicle stops traveling.
