A tamper resistant and easily adjustable mobile tracking device is provided, or alternatively may be created by adding appropriate programming to a GPS enabled cellular communications device, by which location data and other information is transmitted to an administrative hub for processing and distribution according to operator defined parameters. Confirmed two-way communications are possible with mobile devices having display screens.

1. A portable tracking device comprising:
a housing; a security strap attached to the housing; an optical conductor including a first portion extending along the strap, the first portion having a first end disposed proximate a first end of the strap and a second end disposed proximate a second end of the strap opposite the first end of the strap and a second portion extending along from the second end of the strap, the second portion having a first end disposed proximate the second end of the strap and a second end disposed proximate the first end of the strap, wherein the second end of the first portion is optically coupled to the first end of the second portion; back to the first end of the strap such that a first end of the optical conductor is disposed in the first end of the strap, a second end of the optical conductor is disposed in the first end of the strap, and the first portion of the optical conductor is substantially parallel to the second portion of the optical conductor; an optical source optically coupled to the first end of the first portion of the optical conductor proximate the first end of the strap; an optical detector optically coupled to the second end of the second portion of the optical conductor proximate the first end of the strap so that when the tracking device is attached to a wearer the strap need not be cut; a tamper detector disposed in the housing, coupled to the optical detector and constructed and arranged to identify the absence and/or presence of light detected by the optical detector; and circuitry disposed in the housing and configured and arranged to enable generation of data related to the location of the housing.
