PROBLEM TO BE SOLVED: To provide information which becomes advantageous for a consumer of electronic commercial transaction to examine the purchase of merchandise or a service.SOLUTION: A recommendation information providing system includes: a recommendation rule generation part for generating a classification reference for classifying merchandise such that object merchandise whose features are similar is included in the same merchandise classification on the basis of the feature information of a plurality of object merchandise which can be provided to a user; a recommendation cluster selection part for selecting any merchandise classification as recommended merchandise classification in accordance with a predetermined recommend rule from a plurality of merchandise classifications for classifying the object merchandise in accordance with the classification reference on the basis of the classification reference, the merchandise information of the plurality of object merchandise which can be provided to the user and the merchandise identification information of the object merchandise referenced by the user; and an evaluation reference value calculation part for calculating the evaluation reference value of the object merchandise corresponding to the selected recommended merchandise classification in accordance with the predetermined calculation reference.
