PROBLEM TO BE SOLVED: To provide a communication device, communication system, and communication method having high performance.SOLUTION: A communication device for communicating with a plurality of terminals 11, 12 comprises: a PGA 22 for amplifying a reception signal received from the terminal; a first demodulation unit 27 for demodulating a first frame transmitted by a first communication system enabling communication having a CNR lower than 0 dB; a second demodulation unit 28 for demodulating a second frame transmitted by a second communication system which uses the same frequency band as the first communication system and has a rate higher than that of the first communication system, in parallel with the demodulation in the first demodulation unit 27; and an AGC 24 for adjusting gain of an amplifier depending on a result of detecting preambles included in the first and second frames.
