PROBLEM TO BE SOLVED: To provide an image processing apparatus which easily generates a pattern of image data close to a tendency of an actual input pattern, an image processing method and a program.SOLUTION: The image processing apparatus includes: a first determination part for determining a first parameter indicating a change method of a pixel value of image data per image data; a second determination part for determining a second parameter indicating a change method of a pixel value of the image data per pixel of the image data according to one or more peripheral pixels of the pixel; and a change part for changing a pixel value per pixel of the image data by the change methods indicated by the first parameter and the second parameter.
