PROBLEM TO BE SOLVED: To provide a safe and secured flexible container bag and a filling method in which the ignitable electrostatic discharge can be prevented even if containing powder and granular materials that are easily charged with static electricity.SOLUTION: A flexible container bag is provided for containing powder and granular materials having minimum ignition energy of 3 mJ or less. The flexible container bag includes: an outer bag comprising a woven cloth having a stripe or lattice-shaped conductive thread as a substituted or increased thread, having a base area of a powder and granular material containing portion of 0.15 to 7 m, a height of 0.25 to 3 m, and a ground resistance value of less than 1×10&OHgr;, and connected to the ground; and an inner bag comprising a film containing a synthetic resin and carbon black, and having the base area of the powder and granular material containing portion of 0.15 to 7 m, a height of 0.25 to 3 m, and a surface resistivity of 1×10&OHgr; to 1×10&OHgr;. |
