PROBLEM TO BE SOLVED: To avoid performance deterioration which occurs when a processing device is in a stop state.SOLUTION: A control device, which is placed between a terminal device 2 and one or more processing devices 3a that respond to a request from the terminal device 2 and controls the processing device(s) 3a, comprises: a state control unit 15 which, when the processing device(s) 3a as a request destination from the terminal device 2 are in a stop state, performs a start-up control to switch the processing device(s) 3a from a stop state to an operation state; and a request control unit 11 which, when the processing device(s) 3a are in a stop state, makes a proxy response unit 14 for giving a proxy response instead of the processing device(s) 3a give the proxy response to the terminal device 2 and transmits the request from the terminal device 2 to the processing device(s) 3a when the processing device(s) 3a are switched from a stop state to an operation state. |
