摘要 PROBLEM TO BE SOLVED: To provide a network design device and a network design program capable of executing optimum network design while suppressing an increase in operation costs even when a traffic demand changes from time to time.SOLUTION: A network design device 1 acquires information about the topology of a physical link, information about ground traffic demand per time of day, information about constants relating to a wavelength node facility for which a wavelength path is set in a physical link and physical network, information about constants relating to the facility of an IP router and logical link constituting a logical network, and information about the time of day as the target of network design, and then calculates, by using a mathematical programming method, an IP traffic route common to each time of day at which network design is executed, the number of wavelength path routes and the number of wavelength paths at each time of day, and the necessary amount of facilities needed for a target period of network design.
