PROBLEM TO BE SOLVED: To solve the problem that a user cannot timely view a proper portion of a conference document necessary in response to progress of a conference.SOLUTION: A document priority determination device includes: conference progress detection means for grasping a temporal progress state of a conference; current time detection means for detecting the current time; current presentation estimation means for estimating which presentation item of the conference is being presented with which document by comparing the current time detected by the current time detection means with the temporal progress state of the conference grasped by the conference progress means; and priority determination means for determining the order of priority for transmitting documents by elevating to the highest the priority of transmission of the estimated document whose presentation is estimated to being made by the current presentation estimation means.
