<p>PROBLEM TO BE SOLVED: To provide a developing device capable of efficiently emitting heat of a developer, and an image forming apparatus including the developing device.SOLUTION: A developing cartridge 10 of the present invention includes: a developing roller 123; and a developing frame 100 including a partition wall 101 that partitions between a developing chamber 121 in which the developing roller 123 is arranged and a toner storage chamber 111 for storing a toner, and has an opening 101A for circulating the toner between the developing chamber 121 and the toner storage chamber 111.
