PROBLEM TO BE SOLVED: To provide a method of arranging a monitoring system and the monitoring system, capable of accurately monitoring the action of a human being in a block which should be monitored out of a predetermined area divided into a plurality of blocks.SOLUTION: In a method of arranging a monitoring system 100 which is equipped with a transmitter 10 for transmitting radio waves, and a receiver 11 for receiving the radio waves transmitted by the transmitter and monitoring the action of a human being in a predetermined area on the basis of a space feature amount calculated by using the received radio waves, the predetermined area is divided into a plurality of blocks, and the plurality of blocks includes a block in which direct waves of the radio waves transmitted from the transmitter 10 does not reach the receiver 11 when the transmitter 10 and the receiver 11 are arranged in different blocks. The method of arranging the monitoring system 100 includes a step for arranging at least either one of the transmitter 10 or the receiver 11 in a monitoring block which should be monitored out of the plurality of blocks.
