PROBLEM TO BE SOLVED: To provide an adhesive label issuing device and a printer capable of suppressing buckling of a label paper to suppress transport failure of label paper and improving the degree of freedom in issuing length after reducing the size of the device and simplifying the device.SOLUTION: A sagging unit 13 includes: a downstream paper passing part 42 disposed between a cutter unit 12 and an adhesive force generating unit 14 along the transport direction L1 to pass a label paper P1 passed through the cutter unit 12; and an upstream paper passing part 41 disposed on the upstream side of the downstream paper passing part 42 along the transport direction L1 to pass the label paper P1. The downstream paper passing part 42 is offset to the upstream paper passing part 41 along the normal direction of an upstream paper passing surface 41a in the upstream paper passing part 41 and disposed so that a downstream paper passing surface 42a and the upstream paper passing surface 41a are parallel.
