PROBLEM TO BE SOLVED: To provide a terminal device and others which can prevent handover failure even if communication quality between the terminal device and a base station device of handover source is degraded.SOLUTION: A terminal device (mobile terminal device 21-1) comprises: a radio communication unit which communicates by radio with base station devices (macro base station devices 1-1 to 1-2 and small cell base station devices 2-1 to 2-3); a connection control unit which establishes connection for radio communication between the radio communication unit and a primary base station device (PCell), and also establishes connection for radio communication between the radio communication unit and a secondary base station device (SCell); and an information transmission control unit which, when the primary base station device performs handover processing, transmits information about the handover processing to the secondary base station device via the radio communication unit by radio.
