PROBLEM TO BE SOLVED: To provide a charging roller which prevents a banding image with a charging roller cycle from occurring in an output image even in a low-temperature low-humidity environment.SOLUTION: The charging roller has a conductive base and a conductive surface layer. The conductive surface layer includes a binder resin, a conductive agent, and crenate-shaped particles and has, on a surface thereof, convex portions derived from the crenate-shaped particles. The binder resin comprises resin having a polar group, and the crenate-shaped particles have polysilsesquioxane on surfaces thereof. |
