PROBLEM TO BE SOLVED: To provide a control device, a control method and a control program capable of improving comfort of room utilization while suppressing useless power consumption.SOLUTION: The control device for controlling an apparatus installed in a room includes a detection part for detecting that information of a connection destination of a terminal arranged on a movement source before moving the room is changed to information indicating non-connection and an adjustment part for adjusting timing for controlling the apparatus in accordance with the change of the information of the connection destination of the terminal.
