PROBLEM TO BE SOLVED: To correspond to variation increase of service usage amount collection without expanding size of a system.SOLUTION: Primary collection is performed between closing periods of time capable of dynamically adding and deleting the closing periods of time. Secondary collection is performed on the basis of values of the primary collection at each closing periods of time.
