The present invention relates to a track circuit short-circuiting device using plasma arc, which includes: a plasma generation unit which is formed in a vehicle moving along a track rail for generating plasma; first and second plasma operation units which are closely installed in the left and right sides of the vehicle for outputting plasma generated in the plasma generation unit; and a steal body of which one end is closely formed to the first plasma operation unit and the other end is closely formed to the second plasma operation unit. According to the present invention, safe driving of train can be achieved since the present invention can lead to a short circuit of the track circuit when a light-weighted motorcar is used to test a track circuit, and the track circuit can be short-circuited regardless of the weight of light-weighted vehicle. Particularly, safe driving of train can be achieved by short-circuiting the track circuit even if any type of vehicle occupies a railway regardless of the weight of vehicle.
