Provided are an ammonia detecting fluorescent sensor membrane including oxazine, a method for manufacturing the same, and a method for detecting a concentration of ammonia in water using the same. The fluorescent sensor film includes a cellulose based polymeric matrix and an oxizine pigment contained in the polymeric matrix to be fixed. Accordingly, an in-use range of oxazine can be widened, ammonia can be more effectively detected, and contact with ammonia can be increased.
