The present invention relates to a composition for preventing hair loss and promoting hair growth, and more specifically, to a composition for preventing hair loss and promoting hair growth, wherein the composition contains, as active ingredients, copper tripeptide, nicotinoyl tripeptide, octapeptide, pyrrolidinyl diamino pyrimidine oxide, arginine, azelaic acid, a pisum sativum pea extract, and a serenoa serrulata fruit extract. The composition of the present invention activates the MAPK pathway, particularly, Erk as a cell growth factor and Akt as a cell survival factor, to promote the proliferation of dermal papilla cells and keratinocytes; induces the inhibition of expression of Bax protein as a pro-apoptotic factor and the increase in Bcl-2 protein as antiapoptotic factor to inhibit apoptosis; and exhibits effects of preventing hair loss and promoting hair growth through antioxidative activity. Therefore, when the composition of the present invention is used as an external application for hair, a cosmetic material, a cleaning agent, and the like, excellent effects of preventing hair loss and promoting hair growth can be expected without side effects.
