Disclosed is a flow rate measuring device for measuring the flow rate value of transported pulverized coals before the transported pulverized coals are introduced into a burner. The flow rate measuring device comprises a measuring unit for flow rate control arranged on a transportation pipe to acquire a measurement value for calculating a flow rate value for control; a measuring unit for a first inspection arranged on the transportation pipe to measure a differential pressure value for inspecting the flow rate value for control; a flow rate value calculation part for control capable of calculating the flow rate value for control based on a flow rate control value measured by the measuring unit for flow rate control; and a control unit having a flow rate value calculation part for control capable of calculating the flow rate value for control based on the flow rate control value measured by the measuring unit for flow rate control, and a flow rate value calculation part for first inspection capable of calculating a flow rate value for a first inspection through a formula using the differential pressure value measured by the measuring unit for a first inspection.
