The present invention relates to a device for reducing turbulence of semi-rig and a method thereof. The device for reducing rolling and pitching of semi-rig comprises a ballast tank of which one pair is respectively provided on the left and right of both the front and rear of a pontoon; ballast pipes each of which is connected to the spaces between the ballast tanks; and a ballast fluid supply unit equipped in the ballast pipes to provide ballast fluid to the ballast tanks. Thereby, horizontal and vertical turbulence can be effectively reduced by directly adjusting the displacement of the pontoon caused by the rolling and pitching.
