The present invention relates to a framework system and a framework method for deriving an operational performance index of a container terminal which can generate a work sequence of each equipment based on a work history obtained during the operation of a container terminal and can easily derive an operational performance index of the terminal. The framework system of the present invention comprises a work history data input processing unit to process an input of work history data according to the operation of a container terminal; a user defined framework unit to support user′s direct definition, to generate a work sequence of each equipment based on the work history data inputted from the work history data input processing unit, and to derive an operational performance index of the container terminal; and an execution result output unit to output execution results based on the operational performance index of the container terminal derived by the user defined framework unit.
