PROBLEM TO BE SOLVED: To highly accurately measure reception quality of a measurement target cell, with little power consumption.SOLUTION: A reception quality measurement device 15 comprises: a rate change unit (40) which performs down-sampling on a first sample string at a first sampling rate in a reception signal and/or a second sample string at a second sampling rate in the reception signal, in order to adjust the sampling rates of the first sampling string and second sampling string to a common sampling rate; and a power calculation unit (41) which calculates power intensity corresponding to total power of a predetermined number of samples included in the first sample string or the second sample string at the common sampling rate.
