PROBLEM TO BE SOLVED: To provide a method and a device for generating a prediction block, which can improve video encoding/decoding efficiency.SOLUTION: A prediction block generating section predicts a pixel of a prediction object on the basis of first off-set when an intra-prediction mode of a current block is a vertical mode and the pixel of the prediction object is a pixel on a left vertical pixel line, and predicts the pixel of the prediction object on the basis of second off-set when the intra-prediction mode of the current block is a horizontal mode and the pixel of the prediction object is a pixel on an upper horizontal pixel line.
