PROBLEM TO BE SOLVED: To measure optical path characteristics individually, and to confirm that PON type optical branch paths are normal and also to specify a breaking position in the case that a fault due to breaking occurs to only one path.SOLUTION: First and second test optical pulses differing in wavelength are put together having an arbitrary time difference and made incident on an optical path 23 to be measured, and return light thereof is extracted to measure induction Brillouin back-scattered light. An arithmetic processing device 27 finds superposition of individual distribution characteristics by branch optical fibers from the side of a trunk optical fiber 230 and all loss distribution characteristics of the branch optical fibers from the side of the trunk optical fiber 230 associatively with variation in test pulse time difference, analyzes differences between a superposition measurement result of the individual loss distribution characteristics by the branch optical fibers and a superposition measurement result of all the loss distribution characteristics, and acquires loss distribution characteristics of one branch optical fiber which fails to be measured in the case that the one branch optical fiber fails to be measured among the individual loss distributions of the optical path to be measured.
