PROBLEM TO BE SOLVED: To suppress delay until a random access procedure using a dedicated preamble is completed.SOLUTION: A radio communication system comprises: a base station device; and a plurality of mobile station devices performing radio communication with the base station device. The base station device allocates random access signal identification information used for identifying a random access signal to the mobile station device, and determines, for each of the random access signal identification information, an allocation period that is an occupancy time in which the mobile station device occupies the random access signal identification information. The mobile station device transmits a random access signal corresponding to the allocated random access signal identification information in the allocation period. Thereby, the radio communication system suppresses delay until a random access procedure using a dedicated preamble is completed.
