A starting-material composition including carbon nanotubes is subjected to two-stage wet-oxidation treatment to obtain a carbon nanotube aggregate which has an acid adsorption in the range of 0.6 to 12 mass% inclusive. The present invention provides: a carbon nanotube aggregate which, when used to configure a transparent conductive film, is capable of exhibiting excellent conductivity; and a production method therefor.
