PROBLEM TO BE SOLVED: To provide a network monitoring device for avoiding interruption of a channel caused by sudden and local heavy rain by quickly detecting the heavy rain.SOLUTION: A network monitoring device 10 monitors a radio network in which a plurality of radio apparatuses 1 to 5 perform radio communication, by using a frequency band whose communication quality is deteriorated by rain. The network monitoring device predicts attenuation of reception power on respective radio links A to F in the radio network on the basis of rain prediction information acquired from a meteorology prediction device 12; notifies the radio apparatuses 1 to 5 corresponding to the respective radio links A to F of prediction values of the attenuation. When receiving a report which includes radio link identification information for identifying a radio link and shows that difference between an actual value and the prediction value of attenuation of reception power is larger than a threshold from any radio apparatus corresponding to the radio link, the network monitoring device notifies a meteorological radar 14 or scattered wave detection device 16 of the radio link identification information and outputs information on a region where a guerrilla rainstorm is predicted to have been generated to the meteorological radar 14 or scattered wave detection device 16.
