PROBLEM TO BE SOLVED: To provide a communication management system, a communication management method and a program capable of quickening a time required since a timing at which information is transmitted occurs until the information is transmitted.SOLUTION: A communication management system includes: grasping means for grasping the position and moving direction of a mobile terminal by a mobile terminal unit; first storage means for storing road map information indicating a road network; specification means for, about each of a plurality of spots on the road network, specifying the mobile terminal using the spot as the candidate of a traveling destination on the basis of the position and moving direction of the mobile terminal and the road map information; second storage means for storing the specification result of the specification means; and control means for, when receiving an information transmission request indicating the specified spot being any of the plurality of spots, transmitting predetermined information to the mobile terminal relating to the specified spot stored in the second storage means. |
