A phase difference plate which suppresses the reflection of external light and improves viewing angle, color changes and adhesiveness to a polarization film; an anti-reflection plate using said phase difference plate; an image display device; and a method for producing the phase difference plate are provided. This phase difference plate comprises a transparent support body and an optically anisotropic layer that contains a liquid crystal compound, wherein the transparent support body is a cellulose acylate film satisfying -10nm≰Re(550)≰10nm, -100nm≰Rth(550)≰-20nm, and 1.3 < DS < 2.8 (DS is the total degree of acyl group substitution), and the optically anisotropic layer fulfills expressions (1) to (4) below.
