PROBLEM TO BE SOLVED: To accurately grasp a delay time and delay fluctuation of a packet while avoiding bandwidth pressure and to measure a delay distribution of the packet.SOLUTION: In a delay measurement method for measuring a delay time of a main signal packet transferred via a packet exchange network between a transmission side NE and a reception side NE where time synchronization is established, the transmission side NE has a first step to transmit a main signal packet and a reference packet setting an ID for distinguishing the main signal packets transmitted during a fixed time as one group and measures a transmission time of day of the reference packet and difference in transmission time between main signal packets. The reception side NE has: a second step to measure a reception time of day of the reference packet and measure difference in reception time between the main signal packets; and a third step to calculate the transmission time of day and reception time of day of the reference packet and a delay time of the respective main signal packets from respective data of the transmission time difference and reception time difference between the main signal packets.
