Disclosed is an electrolyte solution for lithium secondary batteries, which contains a cyclic sulfonic acid ester that is represented by general formula (1). A battery using this electrolyte solution has excellent battery characteristics and excellent storage characteristics. (In general formula (1), each of R1 and R2 independently represents a hydrogen atom, an alkyl group having 1-5 carbon atoms, a halogen group or an amino group, provided that R1 and R2 are not hydrogen atoms at the same time; and R3 represents a methylene group which may be substituted by a fluorine atom.)
