A time interleaving apparatus of an enhancement layer in a digital multimedia broadcasting system receives a stream of a first length in a first layer modulation mode for time interleaving to generate a common interleaved frame (CIF) of a main service channel (MSC) of the enhancement layer. The time interleaving apparatus receives and time interleaves a stream of a second length, which is half of the first length, in a second layer modulation mode to repeat time interleaving the time interleaved stream to generate the CIF of the MSC of the enhancement layer.
