An objective of the present invention is to smoothly increase engine output in a shovel, even in a case where a hydraulic load soars, by suppressing engine RPM reduction. The shovel has an engine (11) whose RPM is controlled to be constant; a main pump (14) that is connected to the engine; a motor generator (12) that is connected to the engine; and a control unit (30) that controls the motor generator. The control unit (30) operates the motor generator (12) for power generation when a load of the main pump (14) increases so as to increase the load to the engine (11).
