PURPOSE: A cold storage heat exchanger is provided to improve cold storage effects by enabling a cold storage material to rapidly and effectively absorb cold air from a heat exchange medium. CONSTITUTION: A cold storage heat exchanger comprises a three-row tube (100), a first header tank (301), a second header tank (302), an inlet tube (410), and an outlet tube (420). The three-row tube forms a flow passage for allowing a heat exchange medium to flow in an air flow direction. The first and second header tanks are equipped at both ends of a tube. The inlet and outlet tubes are equipped in the first and second header tanks. The heat exchanger is formed with a first flow passage. A first cold storage part is formed in a predetermined area on the two rows of the tube. A second flow passage for allowing the heat exchange medium to flow is formed in the rest area on the two rows of the tube. A second cold storage part is formed in an area to correspond to the second flow passage among the three rows of the tube. A third flow passage is formed in the rest area among the three rows of the tube.
