Disclosed in the present invention are a variable speed limit control system in consideration of features of a tunnel and a method thereof. According to the present invention, the variable speed limit control system in consideration of features of a tunnel includes: a vehicle detection sensor (or a visual display system, VDS) which is installed on a road and measures and transmits traffic data of passing vehicles in real time; an integration center which determines existence of traffic delay or congestion based on the measured traffic data from the vehicle detection sensor and calculates a display speed in a section where control of a speed limit is necessary according to the determination results; and a variable speed limit display (or a variable speed limits, VSL) which displays the display speed calculated by the integration center.
