The present invention relates to a heat dissipating element and a manufacturing method thereof. The heat dissipating element includes: a substrate; a conductive heating unit arranged on the substrate; and two bus bars arranged to apply voltages to each of both terminals of the conductive heating element. The conductive heat dissipating unit includes a conductive heat dissipating pattern area and two conductive film areas arranged on both terminals of the conductive heat dissipating pattern area. The bus bars are respectively arranged on each conductive film area.
